Impact 2030: U.S. Figure Skating Announces New Strategic Plan

5/29/2026 10:30:00 AM

U.S. Figure Skating recently announced its new strategic plan, called Impact 2030. The plan was approved by the Board of Directors and was recently shared with attendees of the Impact Summit and delegates to the 2026 Governing Council in Colorado Springs, Colorado.

Newly appointed U.S. Figure Skating President Kevin Rosenstein served as the chair of the Strategic Planning Committee prior to taking the new role of president.

Below is a letter from Rosenstein included in the plan:

As we develop U.S. Figure Skating's 2026-2030 Strategic Plan, we are focused on meaningful impact. Our overarching goal is to build upon the strong foundation established over the past quad and further strengthen the organization to ensure we remain a preeminent NGB.

Impact 2030 is our game plan to set our strategic direction and our guide toward continual improvement across all aspects of the organization from local clubs to the Olympic podium. Impact 2030 gives us clarity of purpose and sets higher expectations for ourselves. This plan is the product of a collaborative effort of the Strategic Planning Committee, the Board of Directors and U.S. Figure Skating staff. Throughout the process, we have received excellent input from many stakeholders, including athletes, parents, coaches, officials and club leaders.

This plan will be the daily guide for how we operate, measure ourselves and track our performance. It is also intended to be flexible, giving us the ability to adjust as conditions change.

Impact 2030 builds on the great work of our predecessors on and off the ice and equally captures grassroots skating through elite performance.

Here's to us all making an impact through 2030 and beyond!

Kevin Rosenstein
Chair, Strategic Planning Committee

Key Pillars
There are three core pillars – Community Growth, Competitive Excellence and Commercial Success – which we informally call the 3 Cs. Underlying the 3 Cs is a foundational thread around Organizational Leadership. As the graphic illustrates, all of these pillars are inextricably linked and directly tied to our role as the national governing body for figure skating. The graphic represents the balance of the pillars where local skating, elite skating and financial viability are equal and complementary arms of the triangle.
  • Community Growth. Creating lifelong opportunities
    • Expand access and grow participation Impact 2030 Strategic Plan triangle graphic
    • Enhance the member journey to improve retention
    • Strengthen figure skating locally
  • Competitive Excellence. Sustaining world-class performance
    • Sustain the tradition of success
    • Strengthen the athlete development system
    • Maximize the power of the team around the team
  • Commercial Success. Growing fans and revenue
    • Grow revenue
    • Create stars
    • Elevate events
  • Organizational Leadership. Building the foundation for success
    • Build a great culture
    • Provide excellent service to our stakeholders
    • Operate best practices in governance

Purpose Statement
A new element to the strategic plan is the creation of a Purpose Statement. A Mission will remain for the use in bylaws of the organization. We added the Purpose to be simple, concise and action-oriented to explain the "why" of the organization.

We inspire every member to reach their full potential in a vibrant skating community that captivates fans worldwide.

Values
The values of the organization resonate as strongly today as when they were first created, so they remain unchanged as we look to the future.

  • Excellence. We keep the highest standards in all endeavors.
  • Integrity. We are honest and open in all we do.
  • Respect. We value each other's voices, contributions, and well-being.
  • Resilience. We get up and adapt to challenges on and off the ice.
  • Community. We nurture connections through the skating community.
Strategic Planning Committee (2025-26)
The committee was a board-led process with all members of the strategic planning committee holding positions on the 2025-26 Board of Directors and/or staff.
